Towards empowering Imo State Indigenes Living with Disabilities: What Chief Charles Orie Can Learn from the Irish Model

In a rapidly evolving world where inclusion and equality are becoming cornerstones of national development, it is imperative that no group is left behind. In Imo State, Nigeria, indigenes living with disabilities (PWDs) face a multitude of systemic challenges—ranging from social stigma and limited access to education and employment, to poor healthcare and lack of accessible infrastructure.

Chief Charles Orie, a prominent figure known for his influence and leadership in Imo politics and civic development, and recently endorsed to run for Imo State Governor come 2027 is uniquely positioned to transform the lives of persons with disabilities in the state when he accepts to run and wins come 2027. To achieve this, he can look to successful international models—particularly the Irish State model—for guidance and inspiration.

Ireland offers a progressive and human rights-based approach to disability. The state’s model centers on equality, dignity, and autonomy, anchored by the United Nations Convention on the Rights of Persons with Disabilities (UNCRPD), which it ratified in 2018. The key elements of this model include:

Legislative Protection and Policy Implementation in which Ireland has robust disability legislation such as the Disability Act 2005 and a Comprehensive Employment Strategy for People with Disabilities. Equal Opportunities Act 2010, and Employment Equality Act 2015, etc.These laws protect against discrimination and promote active participation in society.

With Universal Design and Accessibility Irish public infrastructure—transportation, buildings, schools, and digital platforms—is built with universal accessibility in mind. Imo public institutions and private institutions must be mandated to design and redesign and model public institutions with universal accessibility. This would include even private schools and churches.

With Inclusive Education and Skills Development, the Irish government invests heavily in inclusive education, from early childhood to university level, offering individualized support services, special education needs assistants (SENAs), and funding for assistive technologies. The state even has a child and family agency, Tusla, established to protect and provide for children and family with a child protective laws. Children and Family Act. 2014 and Cahilden First Act 2015. Chief Orie can adopt these tested models and redefine Imo states that children and family lives come 2027 and beyond.

Community-Based Living
Ireland is actively deinstitutionalizing care by supporting community-based independent living with proper support in place rather than confining PWDs in institutional settings.

Economic Empowerment
Through financial assistance, employment quotas, and supported employment programs, PWDs in Ireland are given real opportunities to participate in economic life.

What Chief Charles Orie Can Do for Imo State

Chief Orie should work with the Imo State House of Assembly to enact comprehensive disability laws aligned with the UNCRPD. These laws should mandate accessibility in public buildings, schools, health centers, and transportation. Establishing a Disability Commission with enforcement powers is key to ensuring compliance.

He can push for policies that integrate PWDs into mainstream schools with the support of trained personnel and assistive technologies. Partnering with international NGOs or Irish educational bodies could facilitate teacher training and curriculum development.

Establish a State Disability Fund. A dedicated fund can provide grants for mobility aids, educational scholarships, healthcare subsidies, and small business start-ups for PWDs. Chief Orie can leverage federal allocations, international aid, and public-private partnerships to seed this fund.

Build Disability-Inclusive Infrastructure. Drawing from the Irish emphasis on universal design, Imo State must adopt building codes and transport regulations that prioritize accessibility. This includes ramps, tactile paths, braille signage, and disability-friendly buses.

Launch Public Awareness Campaigns. Stigma remains a major barrier. Chief Orie can collaborate with media houses, traditional rulers, and civil society to launch statewide campaigns promoting inclusion, dignity, and the rights of persons with disabilities.

Foster Economic Empowerment through micro-credit schemes, vocational training centers, and state employment quotas for PWDs should be introduced. Irish-style supported employment programs could be piloted in key urban centers like Owerri, Okigwe, and Orlu.

Engage the Disability Community Directly.
Nothing about us without us. Chief Orie must ensure that PWDs are part of every decision-making process. State advisory boards, town hall meetings, and policy reviews should include persons with disabilities at all levels.

Finally, Ireland’s disability model is not without its flaws, but its commitment to rights-based policies, accessible infrastructure, and inclusive practices offers a valuable roadmap. Chief Charles Orie has the influence, platform, and potential to lead such a transformation in Imo State. By embracing the Irish model and tailoring it to the local context, he can help create a future where every indigene—regardless of ability—can live with dignity, opportunity, and pride.

This is not just a moral imperative—it is a development necessity. And the time to act is now.
