The Independent National Electoral Commission (INEC) has declared four local government areas in Borno State unsafe for the ongoing Continuous Voter Registration (CVR) exercise, citing persistent security threats.

The affected LGAs—Abadam, Guzamala, Kala-Balge, and Marte—will have their registration centres relocated from their headquarters to designated safe points within Maiduguri metropolis.

Borno State Resident Electoral Commissioner, Abubakar Ahmed Ma’aji, announced the decision during a press briefing in Maiduguri on Friday, stressing that the measure was necessary to protect both staff and residents.

“Due to security concerns and safety considerations, the four INEC LGA offices will conduct physical registration at alternative locations within Maiduguri,” Ma’aji said.

According to the relocation plan, residents of Abadam are to register at Yerwa Peace, Baga Road; Guzamala residents at the Fire Service Department, 1,000 Housing Estate; Kala-Balge residents at Goni Kachallari Primary School, Mafa Road; while Marte residents will be attended to at Kachamari, opposite Shettiram Filling Station, Gamboru-Ngala Road.

The CVR will run in three phases: phase 1: August 28 to December 10, 2025, with display of the register from December 15 to 21, 2025, phase 2: January 5 to April 17, 2026, with display from April 20 to 26, 2026, phase 3: May 4 to August 17, 2026, with display from August 24 to 30, 2026.

Describing the registration as “a national call to civic duty,” Ma’aji urged eligible citizens from the affected areas to take advantage of the alternative arrangements, assuring that INEC remained committed to an inclusive and accessible process.

He appealed for public cooperation and pledged regular updates throughout the exercise.
