Nigeria is positioning itself to claim a significant share of the rapidly growing Mobile Virtual Network Operator (MVNO) market, projected to reach nearly $142 billion globally by 2030, according to the Nigerian Communications Commission (NCC).
Speaking at the Telecom Sector Sustainability Forum (TSSF 6.0) in Lagos on Tuesday, August 26, the Executive Vice Chairman of the NCC, Dr Aminu Maida, said Nigeria’s large, youthful, and digitally inclined population gives it a competitive edge to lead the African MVNO space if supported by the right investments and regulatory frameworks.
“MVNOs are not just telecom players; they are engines of transformation. From smart farming and e-learning to digital health and fintech integration, their impact on Nigeria’s socioeconomic growth cannot be overstated,” Maida declared.
The NCC introduced the MVNO framework to diversify telecom services and drive competition in line with its mandate under the Nigerian Communications Act. Since 2023, the commission has issued 46 licenses across five operational tiers, allowing virtual operators to leverage existing mobile networks while delivering tailored, value-added services.
Early entrants have already made strides: Vitel Wireless became the first Nigerian MVNO to secure a dedicated numbering range and achieve full interconnectivity with major networks, while EmoSIM launched the nation’s first outbound travel eSIM for seamless international connectivity.
Despite these advances, Maida acknowledged challenges around wholesale pricing, interconnection agreements, and capacity limitations. To address this, the NCC placed a temporary suspension on new MVNO licenses in 2024 to review market performance and refine regulatory frameworks.
Telecom operators have invested about $1 billion in network expansion to boost capacity for MVNO integration. But Maida stressed that for the sub-sector to thrive, licensees must carve out niche markets and invest boldly.
In her welcome remarks, Business Remarks Managing Editor and TSSF convener, Bukola Olanrewaju, underscored the importance of building a competitive ecosystem that allows MVNOs to succeed. Drawing lessons from abroad, she highlighted South Africa and Argentina as examples of thriving MVNO markets enabled by regulatory support, while cautioning that Thailand’s failed experiment showed the dangers of weak enforcement.
“To succeed, Nigeria must build an ecosystem that is both competitive and sustainable,” Olanrewaju said. “We need regulations that are not just on paper but actively enforced to ensure MVNOs thrive alongside established operators.”
Nigeria currently boasts over 172 million active subscribers, a tele-density of 79.65%, and broadband penetration of 48.81%. Analysts said these figures, combined with the country’s vast mobile population of more than 220 million, make it one of the world’s most attractive MVNO frontiers.
Forum participants agreed that beyond lowering costs for consumers, MVNOs have the potential to extend digital inclusion to underserved communities, drive IoT adoption, and bundle connectivity with services in finance, education, and entertainment.
Reaffirming NCC’s commitment, Maida concluded: “Together with industry players, we will unlock the immense potential of MVNOs and pave the way for a more inclusive, competitive, and digitally empowered Nigeria.”
